Commonwealth Financing Authority: Flood Mitigation Grant

The Marcellus Legacy Fund was created by Act 13 of 2012 to provide for the distribution of unconventional gas well impact fees to counties, municipalities and commonwealth agencies. Pursuant to Section 2315 (a) (6) (i) of the Act, a portion of the fee revenue will be transferred to the Commonwealth Financing Authority for statewide initiatives that will include abandoned mine drainage abatement; abandoned well plugging; sewage treatment; greenways, trails and recreation; baseline water quality data; watershed restoration; and flood control.
One of the main recommendations to come out of the Perkiomen Mapping and Flood Mitigation Plan is for increased “Upstream Volume Control”. In other words, efforts to “Slow the Flow” and keep stormwater in place long enough to infiltrate into the ground or be released more slowly. Do you have municipally owned storm basins that could be retrofitted? Do you have parks and open spaces where more water could be retained in wetlands or larger storm basins? Do you have streambanks that are deeply cut and do not allow stormwater to overflow into upstream floodplains? Now is the time to get your engineers to outline where you can make a difference in flooding in the Perkiomen watershed. Who May Apply: Municipalities, Councils of Governments, Authorized Organizations, Institutions of Higher Education, Watershed Organizations, for profit businesses.
Use: Eligible projects are to assist with flood mitigation.
Funds: Grant requests shall not exceed $500,000.
